Can final year students apply for UPSC CSE?
Yes, candidates who are appearing for their final year degree examination are eligible to apply, provided they produce proof of passing the examination along with their detailed application form for the Main Examination.

No, the application fee once paid is non-refundable. Female candidates and candidates belonging to SC, ST, and PwBD categories are exempted from paying the fee.
